What is a tax?

I was happy to see that the Mayor has made it a goal to not raise taxes in 2010. He stated that the city should be creative in solving problems and he even called for an economic summit to review the cities policies and to encourage business growth. This is a great step in the right direction for our city and I am glad that the Mayor is standing up and doing the right thing.
The question then is what is a tax? My definition of a tax is a fee, levy, charge, or expense that the government requires you to pay in return for a "service" they provide.
The following are a list of some of the taxes the city has added this year:
Increased park impact fee
Increased transportation impact fee
Increased property tax rate
Increased Waste Management administration fee
While only one of these actually say "tax" they are all taxes and the citizens pay for all of them. I hope that in the new year we can get the city council to come around to the idea that the Mayor is right. Lead on Mr. Mayor.
